William Jarrett Hallowell Hough, III, Esq. In 1978, Mr. Hough received his Bachelor of Arts degree in History, with honors, from Colby College in Waterville, Maine. From 1979 to 1981 he served as a United States Peace Corps volunteer in the Republic of Mali, French West Africa. In 1985, Mr. Hough graduated cum laude from New York Law School in New York City where he served on the editorial board of the New York Law School "Journal of International and Comparative Law". Beginning in 1985, Mr. Hough served as legal counsel to a large number of East-Central European and human rights organizations. From 1986 to 1987, Mr. Hough served as law clerk with the Supreme Court of New Hampshire. From 1987 to 1992, he was an associate with the international law firm of Walter, Conston, Alexander & Green, P.C. in New York City, where he was involved with a wide variety of corporate, commercial and international legal transactions. From 1994 to 1995, he worked as legal counsel to the Estonian Privatization Agency on behalf of the merchant banking division of Barents Group LLC and KPMG-Peat Marwick. He has been responsible for negotiating international privatization agreements, the establishment of international joint ventures, the drafting of laws governing real property privatization and the implementation of privatization contract compliance unit.
